Disability Rights Connecticut (DRCT), Center for Public Representation (CPR), and several other national and local partners filed a complaint with the U.S. Department of Health and Human Services Office of Civil Rights (OCR) about Connecticut’s hospital visitor policies. The state put out a policy that only allows modifications to its no-visitor policies for people with intellectual or developmental disabilities who are receiving state services. It illegally excludes people with other disabilities and those who are not receiving services from modifications when necessary to ensure equal access.
