On June 13, 2019, NDRN signed on to comments submitted by the Consortium for Citizens with Disabilities (CCD) Education Taskforce to the Institute of Education Sciences (IES) regarding a survey of the Individuals with Disabilities Education Act (IDEA). The Department of Education (ED), in its notice requesting comments, stated that the study is, “necessary because a decade has passed since the previous IDEA national implementation study, and subsequent developments may have influenced the context and implementation of special education and early intervention.” The comments submitted by CCD noted however that a survey of state directors and local directors of special education was completed in 2011 and that this survey is therefore unnecessary. Other themes noted in the CCD comments are:
- any activities undertaken by ED to provide an up-to-date view of IDEA implementation must be designed in such a manner as to capture the views of all critical stakeholders
- an abundant amount of information regarding the implementation of the IDEA is already available to IES
- any surveys conducted by IES regarding IDEA implementation should be made available to the public
